Instructions

  1. Heat the neutral oil in a medium skillet or pan over medium heat.
  2. Add the sugar to the hot oil and cook, stirring occasionally, until it melts and turns into a deep amber caramel. Be careful not to burn it.
  3. Immediately add the finely chopped onion, minced garlic, and crushed red pepper to the skillet. Sauté for 1-2 minutes until fragrant.
  4. Stir in the fish sauce and coconut water, scraping up any caramelized bits from the bottom of the pan. Bring the sauce to a gentle simmer.
  5. Carefully add the sardine fillets, soy sauce, 3 tablespoons of chopped green onions, and freshly ground black pepper to the simmering sauce.
  6. Gently simmer for 5-7 minutes, allowing the sardines to warm through and absorb the flavors, and the sauce to thicken slightly.
